After graduating from the Austin Area School District, Austin, Pennsylvania, Dean attended Mansfield University of Pennsylvania. He received a B.S. degree in Education - Political Science concentration. Dean served as the Potter County Prothonotary/Clerk of Courts from January 1980 - January 2000 when he retired.
